Overview
Smoke molecules are small enough to penetrate porous material — upholstery foam, carpet backing, unfinished wood, drywall paper. Once they're inside, surface cleaning removes the residue you can see and leaves the smell you can't.
Ozone works by oxidising those molecules rather than covering them. It's effective, and it's also the reason ozone treatment is done in a controlled chamber or a sealed unoccupied space: at working concentrations it is not safe to breathe. Treated items are aired out fully before they come back to you.
Contents are treated in a sealed room at a controlled concentration and duration set by material type and odor severity.
Ozone on unremoved soot is wasted. Cleaning comes first; deodorization finishes the job.
Some materials react badly to ozone. Hydroxyl and thermal fogging are used where they're the better fit.

Returning odor almost always means residue was left somewhere — inside upholstery, in ductwork, behind a baseboard, in an attic. Heat and humidity reactivate it, which is why a home can smell fine in March and smell like the fire again in July. If odor returns after treatment, the correct response is to find the remaining source, not to run more ozone.
